I bought Chip on Kickstarter. It is slow going because I am learning how it works but it is able to run a Commodore 64 emulator called "Vice".

Interesting. Of course, it looks like it would be kind of difficult to use, showing only part of the screen, like the picture shows. Can you change the resolution of either the CHIP, or the VICE? But then it may be too difficult to read the C=>64 emulation.

I'm really new to Pocket Chip. I don't really know the answers to your questions. I haven't tested it with HDMI to see if the whole Commodore Vice screen is displayed or not. I'm hoping that will solve the problem but I don't know. When I have more time to explore the device, I'll share my findings.
